Our client, a large Operator is requiring a Project Engineer/Facilities Engineer for a Houston based position responsible for managing abandonment and removal of redundant facilities. Primary functions include preparation of abandonment plan, project documentation and phase gate support packages, and facilitating interfaces between various stakeholders and teams (core project team, EMC, engineering contractors, operations, SMEs, other disciplines/projects, etc).

Responsible for:
� Development of cost and schedules for appropriation request and preparation of AFEs to obtain funding for each phase
� Meeting project and business safety metrics in line with OE procedures and processes.
� Advocating an incident free culture on all aspects of the project.
� Coordinating correspondence between various teams/stakeholders
� Defining and ensuring scope alignment between stakeholders.
� Tracking cost and schedule progress.
� Capturing all scope changes.
� Review and approve key engineering document from engineering contractor
� Managing all aspects of the abandonment project
� Bid evaluation and award recommendations for Sanction
� Input and approval process

Preferred Skills
- Job Knowledge: Experience in abandonment of facilities in a marine environment (assessment of risks: diving, heavy lifts, shipment of removed material, etc), environmental impact, dealing with government agencies, liaising with drilling and operations.
- Commercial experience: preparation of bid documents and bid evaluation, interfacing with heavy lift contractors, obtaining rights, permissions and approvals, arranging campaigns, fixing schedules.
- Project Management Skills: Ability to drive the project through to completion.
- Demonstrated ability to work effectively in multi-discipline, multi-cultural collaborative environment.

Education
BS preferred in civil, mechanical or environmental engineering or equivalent experience BSc

Additional Comments
Anticipated Start Date: May 1 Position will require occasional travel to Angola.
